What is the Worst Landlord Watchlist?
The Office of the New York City Public Advocate’s Worst Landlord Watchlistis an annual data-driven list which spotlights negligent property owners in New York City. Landlords on the list are determined by the number of widespread, persistent, dangerous housing violations in their buildings. Private landlords are ranked objectively according to data obtained by the Department of Housing Preservation and Development (HPD). The list serves as an information-sharing tool that empowers tenants, public officials, advocates, and others to identify which residential property owners consistently flout laws intended to protect the rights and safety of tenants. It has been published every year since 2010.

WYL(Whose Your Landlord)
WYL (WhoseYourLandlord) is an organization that develops technology to capture resident feedback about the living experience, rental unit conditions, and management services in multifamily rental properties. WYL also develops technology and services to provide data analytics and insights to owners and operators of multifamily rental properties.
The Public Advocate for the City of New York is a citywide elected official serving as the ‘voice of the people’ to provide an oversight role and hold other branches of government accountable. Jumaane D. Williams, who has served as Public Advocate since 2019, is a former tenant organizer and Council Member who chaired the Committee on Housing and Buildings. In addition to publishing the annual Worst Landlord Watchlist, the office provides support for tenants and homeowners throughout the year.
